I sure hope that everyone is staying as cool as possible-- it doesn't seem that the heat or humidity will let up any time soon, so please be sure to take all precautions and check on elderly relatives and neighbors.
Due to all of the rain last night and during the past few hours, The Vibe Theory will be playing indoors tonight at 7PM at the Joseph G. Caputo Community Center instead of at Louis Engel Park.

It's hard to believe that we are already one week into August, and it is almost time to start the Town budget process for 2017. My office will be releasing our budget goals to all department heads this coming Monday, and I anticipate some excellent feedback from them about ways to improve our services to residents. We have another tight tax cap this year, and an allowable increase of roughly 1% is a tall order to fill. The Town has been incredibly innovative in past years, venturing to do more with less while not shortchanging the residents with reduced services, and I know we will be able to continue that progress in 2017 and beyond. All of our staff works daily at finding ways to cut costs, and we couldn't do this without them. A big thank you goes out to all of our Town employees who work so hard every day to keep the wheels turning.
In the meanwhile, the 3rd Floor of 16 Croton continues to be busy, as we prepare the school tax bills and the Assessor's Office works towards the final assessment roll. We have been working on the application for the "phase-in" exemption on which the Town Board recently voted, and it went online earlier this week. If you believe you are eligible to apply, please fill out the application and return it to the Office of the Assessor no later than September 15th, 2016. You can find hard copies in the office at 16 Croton Avenue, or online here (you will have to download and print). Next week, we will send out a letter to all properties that the Assessor believes will be eligible to ensure that everyone gets this information who may benefit from the exemption. We also held a meeting with our two Villages, including management and our Building Inspectors, to get everyone on the same page about one of the important requirements of the application: a Certificate of Occupancy on the home in question. We are working on forms that will work for all three municipalities in the event that an inspection is necessary. I am so glad that we all are working together to keep this important project moving forward, and I give special thanks to Interim Village Manager Paul Fraioli in Ossining and Village Manager Phil Zegarelli in Briarcliff Manor for taking the time to help us work through this to benefit our residents.
I also want to remind everyone that the Town's 2016 Foreclosure Auction will be taking place this coming Wednesday, August 10th, at 1PM. The auction will be held in the 1st Floor Boardroom at 16 Croton Avenue, and you can find more specifics on the properties here.

For those of you who, like us, have been frequently "refreshing" your Accuweather screen, you're in luck: the weather for tonight is looking good, and Timbawah will hit the Louis Engel Park stage at 7PM as scheduled. I hope you'll join us for some Latin jazz and maybe a stop at the Kona Ice truck. Take a break from the oppressive weather we've had all week-- we've earned it!
Unfortunately, the rest of the weekend is not looking as good, with lots of rain and even some thunderstorms expected for Saturday AND Sunday. Check Facebook for any updates on cancellations, but if the weather is looking rough, be smart and stay put.
If the bad weather doesn't materialize after all, we have a ton of great events lined up for the weekend, so check those out later in this update.
The Town Board has been on a reduced meeting schedule this summer, so our combined Legislative Session/ Work Session this week was lengthy. One of the most important topics we covered was the Public Hearing on Local Law #8 of 2016, which allows the Town to permit an exemption for eligible homeowners who will see an increase of 25% or more as a result of the Town-wide revalution. Due to tight time constraints in the Assessor's Office and no outstanding concerns from the Board or the public, we adopted the local law as well. The application is available at 16 Croton Avenue in the Office of the Town Assessor, and is also available on the Town's website. If you feel that you qualify based on the criteria listed on the application, please pick up or download an application and return it to the Assessor's Office no later than September 15th, 2016.
After we moved into our Work Session, we were visited from Rob Daniele from O'Connor Davies, the Town's independent auditors, for some information on our 2015 financials. I am glad to say the news is good, and that we even managed to add to our Fund Balances in several funds at year end. The Town is in good shape, and that result only comes from a lot of hard work and tough choices. I want to thank former Town Supervisor Sue Donnelly and the prior Board for leavng us in such a strong financial condition. We pledge to keep the progress going while continuing to provide exceptional service to our residents.
We had asked our Town Parks Foreman Mario Velardo to make a presentation on the work that needs to be done in our parks. Like most other Towns and Villages in New York, we have struggled under several years of a slow economy and the tax cap, and our parks and cemeteries show a lot of physical evidence of the cuts we've had to make to continue providing mandated services. The Board was presented with 14 park projects, along with a short list of equipment that will make the work easier, and a rough dollar figure associated with each project. There were also several smaller requests from Dale Cemetery along the same lines. The Town Board will revisit this project soon, but boy, do we have our work cut out for us. It is important, however, for our residents to know that we recognize that our open spaces should be better, and that we are working on a plan to address those needs in the coming years.
As a reminder, the Town Board will not be meeting next week, and will be holding a short meeting on Monday, August 8th at 8:30AM in the 3rd Floor Conference Room at 16 Croton Avenue to pay bills, appoint a seasonal laborer to Dale Cemetery, and approve the Cabaret License Renewal for The Briarcliff Manor. Our next full meeting will be another combined Legislative/ Work Session, and will be held on Tuesday, August 23rd at 7:30PM at the Courthouse on Spring Street, where we will re-open the Public Hearing on the Cabaret License for Westchester Ballroom, and will also hear from our Planning Consultant David Stolman about next steps in our ongoing Zoning and Planning Analysis.
Later dring the week of August 8th, on Wednesday, August 10th, the Town will be holding our 2016 Foreclosure Auction at 1PM at 16 Croton Avenue. There will be four properties auctioned, with three of the original seven having redeemed their properties over the past month. We certainly do not relish holding foreclosure auctions and do everything possible to allow people to keep their homes, but going through with a foreclosure is the only way we can ultimately protect the rest of our taxpayers.
