For the past several years, the Town has prioritized the renovation of Engel Park, and requested several years of Community Development Block Grant funding for various projects in the park, including the renovation of the comfort station in 2004. The CDBG funds are administered by Westchester County, and the Town also requested assistance by the County Planning Department’s Design Section to develop a master plan for the south end of the park. Initially, the Town was contemplating just the replacement of the existing play equipment and some shoreline stabilization. The Design Section developed a master plan which identified several other projects that could be completed. These included addition of an aquatic sprayground in the park, expansion of the existing playground, and acquisition of a portion of land from Westchester County. In the spring of 2005, the Town acquired the additional land from the County. Consequently, the Town requested further assistance from the Design Section to develop the aquatic sprayground utilizing CDBG funds. The sprayground consists of a schooner with different types of ground sprays, water cannons, and dumping buckets activated by a touch and go bollard. The sprayground should be opened in late summer 2006. Fortunately, the Town had secured funding for the shoreline stabilization from State and Federal sources, and the rip rap portion of the stabilization was completed in the spring of 2006. In 2005, the Town also applied and received a CDBG grant to add a new playground to the park. The funds became available in May 2006 and the Town requested assistance from the Design Section staff’s expertise in playground design. The Town will receive a CDBG grant for swings and playground equipment for ages 2 through 12. The construction should be completed late 2006. In an effort to continue the upgrades to this important park, the Town will be utilizing the Design Section as well as a wetland specialist to examine the possible incorporation of a vegetative buffer and wetland restoration along the border of the park which abuts the Hudson River.
