If you do not know the Parcel ID number but know either the last name of the property owner or the property location, enter into the GIS Mapping Service above to obtain the Parcel ID number by using the search tool. The assessment will also appear in that application when you select the parcel of your choice along with parcel boundaries images and other data attributes.

The assessment roll is the tax base which primarily funds schools, county, town, village and special districts.  In 2010, the Town of Ossining tax base had an estimated market worth of approximately $4.7 billion down from 5.2 billion in 2009.  An overall market decrease of approximately 10% is a result of declining real estate values experienced in this area attributable to regional, national and global economic factors.  Consequently, 2010 assessments already reflect  the downtrend of market values.

The property tax is the major source of revenue generated from the tax base for financing local government services such as schools, libraries, police, fire, ambulance, public works which includes highway, sewer and water, parks, planning, zoning, building code enforcement, justice courts, hospitals, public health and of course, finance, assessment and tax collection.  Based on the community’s budgetary needs the property tax generated nearly 120 million dollars in 2010.

Property assessment administration is a complex and technical profession vital to the financial health of local government (county, town and village, special districts) and school funding. 
The Office of the Assessor is responsible for the creation, maintenance, and defense of the annual assessment roll. The roll contains the individual assessment of every property located within the Town boundaries of Ossining, including the Villages of Ossining and Briarcliff Manor.

The assessment function has been entirely consolidated throughout the Town of Ossining over a decade ago, so that only one assessment is used to determine county, school, town, village and special district taxes.   A property's assessment is a percentage of its market value. Market value is how much a property would sell for under normal conditions (excludes transactions resulting from short sale, foreclosures, bankruptcy, related part transfers, etc.)

The annual events include the recording of all changes which impact value.  This information is then used to determine the final annual assessment.  Every change of ownership and address is processed with the assessor in order for tax bills to be continually updated.


All property information is available for inspection on a daily basis during office hours and all assessments are posted is online.

The tentative assessment roll is filed on June 1st annually. In keeping with the New York State Department of Taxation and Finance, Office of Real Property Tax Services calendar, the valuation date of the current assessment is based on market data as of July 1st of the preceding year.  For example, assessments appearing on the June 1, 2010 tentative assessment roll reflect market conditions and information as of July 1, 2009.  The full market value appearing on 2011 tax bills reflect market conditions as of the July 1, 2009.

Annual Grievance Day is the Third Tuesday in June each year. After the Board of Assessment Review (BAR) has acted on assessment complaints and ordered any changes, the tentative assessment roll is made final on September 15th of every year. The current taxes are always based on the prior year assessment. For example, the 2011 taxes will be based on assessments finalized on September 20, 2010.

Grievance Day: Third Tuesday in June each year. Tuesday, June 20, 2011.  All applications for review MUST be received by that date


Application Deadline for all exemptions (statutory date) is June 1st of every year.

Seniors Citizens 65 years or older may qualify for the following exemptions: The Enhanced STAR Exemption, if the Senior's annual income is $79,050 or less (2009 income); and the Standard Senior Citizen's Exemption, which is based on a Sliding Scale of Income $37,399.99 or below (2010 income).

Veterans: If you are a veteran there are many options available for a tax reduction. Please contact our office and we will be most happy to assist you.

STAR (New York State School Tax Relief Program)
There are two school tax relief programs - basic and enhanced STAR.  Virtually all homeowners whose annual combined income does not exceed $500,000 annually can qualify for the basic STAR program and receive a reduction on their annual school tax bill. Senior citizens over the age of 65 and with an annual 2009 income under $79,050 can receive a larger reduction through the enhanced program.

To qualify for:
Basic STAR: Homeowners must complete and file an application in the Town Assessor's office. This is a one-time application and does not need to be renewed annually.

Enhanced STAR: Qualifying senior citizens must file an application annually and show proof of income. Senior citizens who filed an application will receive renewal notices annually from the Assessor's office.

For both STAR programs, if you have not yet filed an initial application with the Town Assessor's office, you may still do so. The deadline to file for a tax reduction for 2011 school taxes is June 1, 2011.


Additionally, the assessor's office is responsible for the qualifying other tax exemptions.  Most Applications and Publications for exemptions are available online through the Town site. Please submit completed forms by mail, fax or in person to: Assessor, 16 Croton Ave., Ossining, NY 10562.

Among the forms available: the School TAx Relief (STAR) Exemption; Change of Tax Billing Address; Senior Citizens' Exemptions; Veteran's Exemptions; Clergy Exemption; Commercial, Business or Industrial Exemptions; Non-Profit Exemptions; and Assessment Grievances through the NY State ORPTS site.
