Standard Senior Citizen's Exemption

Middle Class STAR Rebate (PDF):
Taxpayers already receiving the "Basic STAR" exemption may be eligible for the new "Middle Class STAR" rebate. Westchester homeowners can receive rebates of up to $1200.97 if qualified. Applications must be submitted to the NYS Dept of Taxation and Finance. Enhanced STAR (qualifying senior citizens) will automatically receive a check from Department of Taxation and Finance by September 5th, 2007. Basic STAR recipients will receive an application by mail by September 17th.

The Office of the Assessor is responsible for the creation, maintenance, and defense of the annual assessment roll. The roll contains the individual assessment of every property located within the Town boundaries of Ossining, including the Villages of Ossining and Briarcliff Manor. A property's assessment is a percentage of its market value. Market value is how much a property would sell for under normal conditions. The annual events include the recording of new physical characteristics as a result of new construction. This information is then used to determine the final annual assessment. Every change of ownership and address is processed with the assessor in order for tax bills to be continually updated.

All property information is available for inspection on a daily basis during office hours. The tentative assessment roll is filed on June 1st annually. Annual Grievance Day is the Third Tuesday in June each year. After the Board of Assessment Review (BAR) has acted on assessment complaints and ordered any changes, the tentative assessment roll is made final on September 15th of every year. The current taxes are always based on the prior year assessment. For example, the 2008 taxes will be based on assessments finalized on September 15, 2007.

Seniors Citizens 65 years or older may qualify for the following exemptions: The Enhanced STAR Exemption, if the Senior's annual income is $70,650 or less (2006 income); and the Standard Senior Citizen's Exemption, which is based on a Sliding Scale of Income $35,399.99 or below (2007 income).

Veterans: If you are a veteran there are many options available for a tax reduction. Please contact our office and speak with either Cheryl, Dorothy, or Sharon. They will be able to assist you in any of your veteran's exemption needs.

Grievance Day: Third Tuesday in June each year. Tuesday, June 17, 2008.


STAR (New York State School Tax Relief Program)
There are two school tax relief programs - basic and enhanced STAR. All homeowners can qualify for the basic STAR program and receive a reduction on their annual school tax bill. Senior citizens over the age of 65 and with an annual 2006 income under $70,650 can receive a larger reduction through the enhanced program. To qualify for:

Basic STAR: Homeowners must complete and file an application in the Town Assessor's office. This is a one-time application and does not need to be renewed annually.

Enhanced STAR: Qualifying senior citizens must file an application annually and show proof of income. Senior citizens who filed an application will receive renewal notices annually from the Assessor's office.

For both programs, if you have not yet filed an initial application with the Town Assessor's office, you may still do so. The deadline to file for a tax reduction for 2008 school taxes is June 1, 2008.


Additionally, the assessor's office is responsible for the qualifying eligible property owners for numerous tax exemptions. Most Applications and Publications for exemptions are available online through the Town site. Please submit completed forms by mail, fax or in person to: Assessor, 16 Croton Ave., Ossining, NY 10562.

Among the forms available: the School TAx Relief (STAR) Exemption; Change of Tax Billing Address; Senior Citizens' Exemptions; Veteran's Exemptions; Clergy Exemption; Commercial, Business or Industrial Exemptions; Non-Profit Exemptions; and Assessment Grievances through the NY State ORPS site.
